1. EUSPA AND THE GSMC DEPARTMENT

The European Union Agency for the Space Programme (EUSPA) provides safe and secure European satellite navigation services, promotes the commercialization of Galileo, EGNOS, and Copernicus data and services and coordinates the EU’s forthcoming governmental satellite communications programme GOVSATCOM. EUSPA is responsible for the security accreditation of all the EU Space Programme components. By fostering the development of an innovative and competitive space sector and engaging with the entire EU Space community, EUSPA contributes to the European Green Deal and digital transition, the safety and security of the Union and its citizens, while reinforcing its autonomy and resilience.

The Agency has established in its Security Department located at the Headquarters (Prague) a Security Authority, implementing the different roles of Information Assurance Authority, Crypto Authority, Security Accreditation Authority, TEMPEST Authority, to fulfil the obligations of the applicable security rules. The Central Security Office established in the Security Department supports the Security Authority of the Agency to fulfil its responsibilities. The Local Security Office at GSMC is part of the GSMC team. It enforces the applicable rules and regulation approved and flown down by the Central Security Office, reports functionally to the CSO, and ensures the GSMC full compliance with the security applicable baselines of the Agency and the programmes.

The Galileo Security Monitoring Centre (GSMC) is an integral part of the Galileo infrastructure responsible for monitoring and responding to security threats and alerts, and the overall operational status of systems components. For Public Regulated Services (PRS), the Centre is the interface with governmental entities for cryptographic keys requests. The GSMC also oversees the content of security messages broadcast by Galileo satellites and supports the European External Action Service in case of threat to the security of the European Union or of a Member State.

The GSMC is currently composed of four teams (operational, engineering, facility management and security) working together under the leadership of the Head of GSMC in the following locations:

  • GSMC Master site – Saint-Germain-en-Laye, France;
  • GSMC Backup site – San Martín de la Vega, Community of Madrid, Spain.

2. TASKS AND RESPONSIBILITIES

The Agency is looking for a team leader with strong organisational skills for the Local Security Office at the GSMC in Saint-Germain-en-Laye, France. In collaboration with the Security team, the jobholder will ensure the overall site access control and protection of European Union Classified Information (EUCI) in line with European and national legislations (France and Spain). In such matters, the job will be based on both transversal responsibility across all GSMC teams and sites, as well as in coordination with the Central Security Office at HQ in Prague. The job holder will be assigned to the GSMC with a functional link with the Central Security Office of the Agency.

The Local Security Office Team Leader will be entrusted mainly with the following tasks and responsibilities:

  1. Local security:
  • Manage a team of security professionals in local and informatics security, guarding, registry control and communications security (COMSEC);
  • Prepare, ensure and maintain the necessary local security measures, needed to protect EUCI and assets present on site, in compliance with the EU, Agency’s and national5 regulations, policies and best practices at the Agency’s sites;
  • Manage security incidents (and relevant registers), related to breaches of security and compromise of EUCI, including cooperation with EU security entities as necessary and performance of security audits and follow-up;
  • Contribute to the establishment, maintenance and follow-up of security procedures jointly with relevant security authorities regarding the use and access policies of any security related systems (e.g. access control systems, CCTV monitoring systems, badges, etc.);
  • Organise and participate to the on-call security stand-by roster;
  • Ensure security-related trainings, certification, support and control of all persons at the GSMC sites;
  • Contribute to the compliance of the Agency with national and organisational health and safety rules;
  • Monitor and manage contracts and procurements and related specifications and budgets in the security domain;
  1. Corporate security:
  • Ensure closest links with the Central Security Office in Prague (HQ) and participate, on request, in corporate security tasks, supporting the security unified Agency’s approach.

Location: GSMC Master site with regular missions (and possible detachment) to GSMC-backup site and HQ in Prague, Czech Republic, and occasional ones to other locations.

Language: The above tasks and responsibilities will be conducted in English language. The tasks and responsibilities regarding relationships with French authorities (e.g. application of critical infrastructures and other security matters) will be conducted in French language. The tasks and responsibilities regarding relationships with Spanish authorities (e.g. application of critical infrastructures and other security matters) would be conducted in Spanish language.


[5] In particular, with regards to critical national infrastructure, in application of relevant articles of the “loi de programmation militaire” and the establishment or the specific protection plan with Préfecture des Yvelines.

3. ELIGIBILITY CRITERIA

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. A level of education which corresponds to completed university studies6 attested by a diploma when the normal period of university education is four years or more
    OR
    A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years
  2. In addition to the above, appropriate professional experience7 of at least six years after obtaining the required diploma
  3. Be a national of a Member State of the European Union
  4. Be entitled to his or her full rights as citizen
  5. Have fulfilled any obligations imposed by the applicable laws concerning military service
  6. Meet the character requirements for the duties involved8
  7. Have a thorough knowledge of one of the languages of the European Union9 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
  8. Be physically fit to perform the duties linked to the post10

[6] Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration. Qualifications/diplomas awarded in the United Kingdom until 31/12/2020 are accepted without further recognition. For diplomas awarded in the United Kingdom after this date (from 01/01/2021), a NARIC recognition is required: https://www.enic-naric.net/.
[7] Only appropriate professional experience acquired after achieving the minimum qualification stated in point.1 shall be considered. Where additional periods of training and study are accompanied by periods of professional activity, only the latter shall be considered as professional experience. Compulsory military service or equivalent civilian service accomplished after achieving the minimum qualification stated in point.1 shall be taken into consideration. Internships will be taken into consideration, if they are paid. Professional activities pursued part-time shall be calculated pro rata, on the basis of the percentage of full-time hours worked. A given period may be counted only once.
[8] Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record.

[10] Before a successful candidate can be appointed, s/he will be medically examined by a selected medical service so that the Agency will be satisfied that s/he fulfils the requirement of Article 28(e) of the Staff Regulation of Officials of the European Union.

4. SELECTION CRITERIA

All eligible applications, according to the afore-mentioned criteria, will be assessed against the requirements listed below solely based on the information provided by the candidates in their application. 

The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure (assessment of the application forms, interview and written test) prior to being granted access to the names of the applicants. All essential criteria will be assessed during the applications evaluation phase.

Non-compliance with any of the essential criteria may result in the exclusion of the candidate from the selection process. Advantageous criteria constitute additional assets and will not result in exclusion, if not fulfilled.

Essential criteria

  1. Experience in implementing security practices and procedures, handling classified material, dealing with protection of people, assets and information, security investigation, audits or inspections;
  2. Experience in managing a team;
  3. Excellent command of both written and spoken English;
  4. Very good command of both written and spoken French;

Advantageous criteria

  1. Experience in handling European Union Classified Information (EUCI) and already holder or recent past holder of a security clearance at SECRET UE/EU SECRET level (or equivalent);
  2. Experience in working for or with authorities in matters of security, e.g. interior or defence ministries, within national or European Union agencies or multi-national organisations;
  3. Procurement and contract management experience;
  4. Good command of written and spoken Spanish;

Behavioural competencies

  1. Motivation;
  2. Excellent communication skills;
  3. Ability to lead a multi-site team and cooperate efficiently with various internal and external stakeholders;
  4. Ability to deliver accurate work in an operational environment, organise workload and prioritise tasks.

5. SELECTION PROCEDURE

7. APPEAL PROCEDURE

If a candidate considers that he/she has been adversely affected by a particular decision, he/she can lodge a complaint under Article 90(2) of the Staff Regulations of Officials of the European Union and Conditions of employment of other servants of the European Union; submit a judicial appeal under Article 270 of the Treaty on the Functioning of the EU (ex Art. 236 of the EC Treaty) and Article 91 of the Staff Regulations of Officials of the European Union; or make a complaint to the European Ombudsman.

8. SUMMARY OF CONDITIONS OF EMPLOYMENT

FINANCIAL ENTITLEMENTS

The remuneration consists of a basic salary11 and, where applicable, additional allowances12, paid on a monthly basis and reimbursements13, paid upon their evidenced occurrence.

The sum of the basic salary and the applicable additional allowances is weighted by the correction coefficient applicable for the location of the post14. The sum of usual social deductions from salary at source is subtracted from the weighted amount15. The full pay is exempted from the national income tax, but is subject to the internal income tax and the solidarity levy16.

LEAVE ENTITLEMENTS

Staff is entitled to annual leave of two working days per each complete calendar month of service plus additional days for the grade, age, home leave for expatriates and an average of 16 EUSPA public holidays per year.

Special leave is granted for certain circumstances such as marriage, moving, elections, birth or adoption of a child, serious sickness of spouse, etc.

SOCIAL SECURITY

The pension scheme provides a very competitive pension after a minimum of 10 years of service and reaching the pensionable age. Pension rights acquired in one or more national schemes before starting to work at the EUSPA may be transferred into the EU pension system.

EUSPA’s benefits include an attractive Health insurance: staff is covered 24/7 and worldwide by the Joint Sickness Insurance Scheme (JSIS). Staff is insured against sickness, accident and occupational disease, and could be entitled to unemployment and to invalidity allowances.

[13] If the staff member is requested to change the residence in order to take up duties, s/he will be entitled to: reimbursement of the travel costs; temporary daily subsistence allowance (EUR 44.28 for up to 10 months or EUR 35.71 for 120 days, if no dependents); installation allowance (depending on personal situation, 1 or 2 months of the basic salary – paid upon successful completion of the nine-month probationary period).
[14] Currently correction coefficients for the EUSPA duty locations are: 85.2% for CZ, 120.5% for FR, 113.9% for NL, 94.2% ES. The coefficient is updated every year, with retroactive effect from 1 July.

[16] Currently: income tax: tax levied progressively at a rate of between 8% and 45% of the taxable portion of the salary; solidarity levy: 6%.
[17] Kindly note that the numbers in examples b) and c) are indicative and net monthly remuneration varies depending on the personal, life and social situation of the incumbent. The various components of the remuneration are updated every year, with retroactive effect from 1 July.

9. COMMITMENT

The jobholder will be required to make a declaration of commitment to act independently in the public interest and to make a declaration in relation to any interest that might be considered prejudicial to his/her independence.
